Help! How do I give up a puppy?

I dislike dogs, and I never wanted to adopt one in the first place. But my brother who is living with us decided to adopt one. The dog was given to him from a friend of his. The dog is a huge nuisance, he chews constantly, barks, poops and pees everywhere even in my bedroom, his feet are dirty as hell yet he sleeps on my bed when I'm not at home, he chases our cat, Minnie, around the house when he's bored, and sometimes he knocks stuff over during the chasing. He clings to my feet when I walk around the house, sometimes I almost trip and step on him. Even though my brother is the one who adopted him, he is very irresponsible. I do most of the work, I clean up after the dog, feed him, and bought toys for him. I'm generous enough to do that because I dislike dogs!! My mom and I have thought about letting him free because we're so tired of taking care of him. I have school and a part time job and taking care of the dog is like having a baby that never grows up!! Right now I don't know anyone who wants to adopt a dog, and I know my brother is going to be so pissed if we give him up. But he refuses to take care of the dog!! I have no choice but to give the puppy away.
