I got a golden retriever a few months ago and we let him inside but he kept on pooping on the floors and...?

He messed our carpet up so we put him outiside and he gotten a lot bigger and everytime I go outside he jumps on me and messes up my cloths. My dad got mad at me and told me the only reason he does that cuz he never gets to see me...Whats the problem.
