If it is poor circulation what do you do?

It seems like my toes are always so cold,I don't understand the rest of my body is warm I have carpet on the floor..of course I dont walk on the floor barefoot,but just normally sitting on the side of the bed,why are my toes getting so cold?If it is poor circulation how do you know and what do u do?
